Practical reference for living at The Precinct – move-in, your apartment, the common areas, and the public-facing spaces around the building.
The most important first step is to book the move-in through the portal. This is what triggers the building induction, which covers how things work here and helps avoid the common "wish someone had told me that earlier" moments.
A few useful things to know:
Cygnet West aren't always notified when a property settles or a tenant moves in; the Concierge typically becomes aware of new residents when a lift booking is made; if no move-in is booked, there's no clear trigger for induction or onboarding.
This is also the right process to follow when moving in or out with large furniture and needing a lift held for a period of time.
Book move-inUsually found on the back of the door of the comms cupboard (where you'll find your router, intercom controls, and other systems). Worth familiarising yourself with it – some sections are still relevant and others are no longer in use.
Precinct app – decommissioned. Ignore this section on the sheet. Most functionality has moved elsewhere or is handled through the portal or concierge.
Car bay & storage – outlines your allocated bay number, whether you have a second bay, which level it's on, whether it's a stacker or standard bay, and your storage location. If you have a stacker, make sure you understand how it operates before using it.
Apartment email – decommissioned. You don't need to access it and nothing important will be sent there.
Air conditioning – covers remote control of your A/C including app name, login details, and unit ID. Note: everyone's aircon switches off automatically at 9am each day as part of a system self-check.
Metering – tracks your apartment's usage of electricity, A/C, EV charging, water, and hot water. Useful for checking metered usage against your bills.
Address & deliveries – includes your official apartment address, fibre/internet provisioning details, and notes for receiving deliveries.
Utility portal (Optergy)You should have been issued two fobs. To acquire more, or get other access products, order via the building portal.
Buy additional access devicesYou will see references to Opticomm or fibre equipment in your comms cupboard. Do not remove the Wi-Fi router or the Opticomm fibre box – these are required for your internet connection and removing them can cause issues reconnecting services.
Controllable remotely via app from anywhere. Everyone's aircon switches off automatically at 9am each day as part of a system self-check. If it's not working, it's usually a Wi-Fi connection issue rather than a fault with the unit itself.
Get appCar stackers are made, installed and maintained by Phoenix, who also conduct inductions. The Building Manager organises your induction. Phoenix can also arrange to release the auto-stopper, enabling your platform to rise as high as physically possible – this adds significant space underneath for vehicles like Toyota Prados. All billing is done through the Strata.

Every person operating the stacker should be inducted. If operated incorrectly there is real potential for property damage, and most insurers require operators to be inducted.
The building's EV charging stations use standard Type 2 (IEC 62196) connectors and are compatible with any matching vehicle.
While the stations can deliver up to 22kW, most common EVs (such as the Tesla Model 3/Y and Mini Electric) feature onboard hardware that will cap the actual charging speed at 11kW.
Request to connect EVFood deliveries
Stage 1 – it is easiest to meet food deliveries on the street at 19 Ogilvie Rd.
Stage 2 – set the delivery location to the loading bay on Sleat Rd, or use 893 Canning Hwy and ask the driver to meet you at the main door near the corner of Canning Hwy and Sleat Rd.
Rideshare pickups
Stage 1 – rideshare drivers can be guided to collect from 19 Ogilvie Rd, or from the Stage 1 front door down the communal driveway.
Stage 2 – the easiest option is to set the pickup location to the loading bay on Sleat Rd. To access the loading bay from inside: walk through the single door to the right of (opposite) the ground level lifts, then down the corridor to the door at the end.
When receiving parcels, select the option to allow use of the building's parcel lockers where available – this helps avoid missed deliveries or items being left unsecured.
Please leave mailroom lockers unlocked after collecting your parcel. Just close the door – if re-locked they cannot be used by others.
Evacuation support – if you believe you might have difficulty evacuating in an emergency, contact the Strata using the details on the Contacts page. Your name and apartment number will be added to a list at the fire panel, used to alert the fire brigade.
Testing schedule – alarms are tested on the 3rd Tuesday of each month after midday. Tests generally don't exceed 30 minutes, and are preceded by an announcement – no need to evacuate. Worth scheduling naps or work-from-home meetings around this time.
Read more about safetyUtility bills – issued every 2 months once the contractor has read the building's meters. Covers water, hot water, electricity, A/C electricity, and EV charging. You're only invoiced for utilities you use.
Standard levies – billed quarterly, with a due notice sent a few weeks before.
Special levies – sometimes unforeseen costs arise (such as rectification works) that need funding before they can commence. An EGM is held, and if additional funds are required they are divided between all apartments and invoiced.

All pets must be registered with the Strata Manager, including a photograph, vaccination records, council registration certificate, and microchip details.
One small dog (not exceeding 18kg) or one cat may be kept without formal approval. Dogs over 18kg must be registered and formally approved; assistance animals are permitted under legislation.
On common property, pets must be leashed and may only access the designated Pet Area of the Recreational Facilities. Pets are not permitted to urinate or defecate on common property. Owners are responsible for immediately cleaning up after their pet.
Breaches of pet by-laws may result in a formal breach notice. Continued non-compliance may require the animal to be removed from the scheme under By-law 8.6.
Register a petmyBuildings – for logging defects, requesting bookings, appliance manuals, and meeting minutes. On mobile, the portal defaults to a reduced view – click the menu in the left-side, select 'Switch to Desktop View', then click the same menu again to see more options including Bookings.
PropertyIQ – for past, current and future levies.
Building portalYou can lodge works that are being done in your apartment, or issues that you identify around the general building in common areas so they can be handled.
Lodge maintenance requestBluetooth speakers – in the lounge and games rooms (LIBRARY ROOM / POOL ROOM). Password for all: 0000.
Sky Lounge – only available to residents on floors 17+.
Large gatherings – for groups of more than 10, email Cygnet West for permission from the Council of Owners before the event.
Be respectful – tidy up before you leave and clean the BBQ after use; there is a cleaning kit under the sink in the BBQ area.
Book an amenityStrictly no glass inside the fenced area – broken glass is almost invisible underwater and scatters widely when it breaks on hard ground. No food or drink in the pool or poolside.
The pool is classified as a public pool, so has more stringent testing requirements – environmental health officers take monthly water samples in accordance with the Health (Aquatic Facilities) Regulations 2007 (WA), and access is not allowed after dark.
The pool is heated so the cover is kept on between dusk and morning – you can retract it in the mornings if the cleaning team hasn't already.
Use of the gym and steam room is for residents only; there are no guests permitted.
Please leave the door to the steam room open and the light off after use.
Advise your courier/delivery driver to buzz your apartment, then use the intercom or ALVoip app to let them in and guide them to the dumbwaiter (on the right past the Mail Room, through the door).
Steps: open the dumbwaiter door → press G to unlock internal doors → open internal doors → insert item → close both doors → select destination on keypad.
The red button cancels the current call.
Bike racks – on B1/L1/L2. Bike storage room on B2 (directly across from the lifts, accessible via fob – all residents currently have access). Shared, general-use facilities.
Kayak racks – on B1/L1/L2. Shared, general-use facility.
The Stage 2 B2 car park uses ANPR (automatic number plate recognition) – it registers your vehicle on entry and exit and compares with the ticket machine to automatically post out infringements.
Use the ticket machine or EasyPark app to get 1 hour free, or pay for longer. There is a 30-minute grace period before a $90 infringement is issued.
EasyPark tip – the Camerapark feature doesn't work at this location. Set a location-based reminder on your phone (e.g. "Don't forget parking!") to alert you when you arrive or leave.
