For all of the last 5 years parking infringements on level B2 were very rare indeed. I know of some owners who parked there for weeks on end. There are many elderly residents who have carers and cleaners visit regularly as well as tradesmen and visitors. They would park on level B2 as there are very few other options.
Recently cameras have been installed and they monitor vehicles in and out and compare that to the ticket machine data. If the 1 hour free time is exceeded (or not registered) or paid time exceeded, an infringement is sent out by mail. I expect that this is an automated process that does not involve human intervention. The residents were all caught unaware that this had occurred until receiving infringement notices in the mail up to 2 weeks later.
I am writing this appeal as requested as I have parked on level B2 on occasions. I received an infringement on [ENTER DATE].
If I had been advised by the traditional method of a note on the windscreen or by email I would have known that the new camera system was now operational and would have ceased parking there immediately. This is as a result of the new automated camera system that residents were not aware of. Many were caught unaware and I expect that visitors, carers, cleaners and tradespeople are all being caught daily. I hope you would agree that this seems quite unfair.
The 192 residents of The Precinct have never been officially advised that this automated parking infringement system is now in operation. Some have been fined for just driving in to pick up someone and driving out minutes later. No one expected that. Perhaps residents should have been advised of the start-up of the new automated system. I know that many others have also been caught out as well with multiple infringements (some more than 7) and also a 2-week delay before being made aware of the first one. It has been a major cause for concern on the building chat group, and I understand that many have appealed.
The other issue I would like to raise is the 1 hour free parking allowance. Many residents are elderly and have carers and cleaners regularly visiting them, as well as tradespeople who park on level B2. Many will be unaware of the new system and receive an infringement 14 days after a visit. Residents really needed advice beforehand about how the new system works and a period of grace before fines commenced.
My request is that the 1 hour free time be extended to 2 or even 3 hours to allow these essential visitors to come and go without penalty. Otherwise they will refuse to come. Some park at Hungry Jacks across the road as this is the only free parking nearby, however it is a decent distance away, and I understand there are plans for a 16-storey building there that will end that option. We need some way of allowing essential services to access residents that does not cost them $90+ every time they forget to register or go 1 minute over the 1 hour without payment.
