For someone parked in your bay, on common property, or otherwise breaching the parking by-laws. (Appealing a B2 infringement is a different process – see below.)
What the by-laws say: a parking bay may only be used to park one registered vehicle, and no one may park on common property without the strata company’s written approval (Conduct By-laws 47 and 13). If a vehicle is in your allocated bay or blocking common property, that’s a by-law matter you can report.
Appealing a B2 car park fine? That’s the public-accessible car park’s automated camera system, not a strata matter – use the infringement appeal template instead.
Date, time, location (level and bay), the vehicle’s registration, make and colour, and a photo if you can take one safely.

Dear Building Manager,
Re: Parking by-law breach – Apartment [APT NUMBER]
I’d like to report a vehicle parked in breach of the parking by-laws:
• Location: [level / bay number / common property area]
• Date & time: [when]
• Vehicle: [registration, make, colour]
• Issue: [e.g. parked in my allocated bay / blocking the loading area / parked on common property]
[Note if it’s a repeat occurrence, and attach a photo if you have one.] Could you please follow up under the by-laws? Happy to provide anything further.
Kind regards,
